Commissioning an energy efficiency survey does not impose any binding obligations on the housing company; it simply provides information on what kind of energy renovation would be effective.
If your housing company has not yet thought about energy issues at all, one possible way forward is to commission an energy efficiency survey from a consultant. The energy experts of the City of Helsinki energy advisory for housing companies offer impartial support to housing companies at all stages of energy renovations.
